North Korean Army Officers have issued orders forbidding soldiers from collecting discarded cigarette butts so as to reclaim the unused tobacco for themselves, warning that anyone caught doing so faces up to three months of ‘revolutionary labor’, despite these same commanders skimming 30% off every soldiers’ monthly ration.
