According to Xinhua, the Communist Party’s Central Committee and the State Council have issued a 4,000 word, 21-point directive, ordering provincial and local government officials to root out “pointless formalities”, schedule fewer meetings, give shorter speeches, and limit official documents to no more than 5,000 words in an effort to “devote more energy to implementation”.
